Under the authority of the Head of Office and the supervision of the Head of Support to Human Rights National Implementation Unit, Human Rights Policy and Development Department, Human Rights Directorate (DG-I), the position-holder will carry out multiple assignments to help meet the overall and specific objectives for the implementation of the Project “Strengthening lawyers’ capacity for domestic application of the European Convention on Human Rights and the Revised European Social Charter”.
This position is limited to the duration of the project, which should be concluded on 30 June 2015.
The incumbent will perform the following tasks in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
- Plan, organise, implement and follow up on project’s activities for Ukraine, in accordance with its work plan, in close co-ordination with the Project Manager and in co-operation with local partners and stakeholders;
· Ensure quality and relevance of programmes for events, secures national and international speakers, identifies documentation in co-operation with the headquarters, and oversees the preparation by local partners;
- Participate in project activities and events and undertakes follow-up action in co-ordination with the Project Manager, as required;
- Draw up correspondence, purchase orders, administrative arrangements, service contracts and memos in accordance with instructions; organises physical and electronic files;
- Keep track of all administrative files and financial arrangements (including the VAT procedure) concerning project’s activities;
- Prepare support documents for final payments and the reimbursement of international experts and suppliers;
- Contribute to reports and other documents resulting from the activities, progress reports on the project, as well as thematic and other documents related to the project objectives;
- Provide legal advice and organisational support for adjustments to the content and methodology of the work plan;
- Provide legal and organisational assistance to CoE staff and short-term consultants carrying out tasks and missions in the field;
- Provide updates to the Project Manager and CoE staff and on changes in the legal framework of Ukraine in the course of Project implementation;
- Contribute to reports, training and awareness materials produced under the Project;
· Co-ordinate the implementation of different training activities, seminars, round tables, conferences, study visits and expert meetings with the national stakeholders and consultants;
- Contribute to raising the visibility of the project by drafting web news items and press releases and by disseminating the information;
- Undertake official journeys in connection to the activities described above;
· Carry out other working assignments of the Support to Human Rights National Implementation Unit.
§ Professional and technical competencies:
- Completed secondary education followed by an appropriate professional qualification; a university degree, preferably in law, international relations or a related field would be an advantage;
- At least three years’ experience contributing to the implementation of technical co-operation programmes, in law, international relations or a related field, at an international level;
- Proven experience and knowledge of policies and best practice related to European human rights mechanisms, and in particular the application of the European Convention on Human Rights and the Revised European Social Charter;
- Good knowledge of the political and human rights situation in the country;
- Ability to take initiative and be responsible for managing complex activities; order and method in work, as well as discretion;
- Ability to work under pressure, strong analytical and negotiation skills, ability to deal with multiple tasks and respect deadlines;
- Availability to travel.
§ Communication and linguistic skills:
- Ukrainian mother tongue (or command of Ukrainian of mother-tongue standard);
- Ability to express oneself, present and draft clearly, concisely and convincingly in English;
- Knowledge of Russian and French would be an advantage.
§ Vision on international affairs: Awareness of the political, social and cultural specificities of South East Europe.
§ ICT skills: Sound computer skills of standard tools in office applications (word processing, spreadsheet, data bases, presentation software, Outlook, internet/intranet).
