Under the authority of the Head of Office and the supervision of the Directorate General of Human Rights and Rule of Law (DG I) of the Council of Europe, the incumbent will carry out multiple assignments to help meet the overall and specific objectives for the implementation of the Project “Promotion of Judicial Reform, Human and Minority Rights in Georgia in accordance with Council of Europe standards” funded by the Government of Denmark’s Georgia Programme.
The recruitment is currently limited until 30 September 2013; it may be prolonged subject to the signature of a new Project.
Professional and technical competencies:
- Completed higher education followed by an appropriate professional qualification; a university degree in law, international relations, public administration, political science or a related field would be an advantage;
- At least three years’ experience in contributing to the implementation of technical co-operation or policy-oriented projects in law, international relations, public administration, political science or a related field, preferably at an international level;
- Proven experience and knowledge of policies and best practices relating to the functioning of justice systems, and preferably the work of the Council of Europe in this field in the region;
- Ability to take initiative and be responsible for managing complex activities;
- Planning and work organisation; ability to work under pressure, deal with multiple tasks and respect deadlines;
- Information-seeking.
ICT skills: Sound computer skills of standard tools in office applications (word processing, spreadsheet, data bases, presentation software, outlook, internet/intranet publication);
Interpersonal skills: service and client orientation, team-work and co-operation. Demonstrated ability to work in a multicultural team.
Communication and linguistic skills: Georgian mother tongue (or command of Georgian of mother-tongue standard);
- Ability to express oneself, present and draft clearly, concisely and convincingly in English;
- Knowledge of French would be an advantage;
- Excellent analytical and drafting skills.
