Under the authority of the Head of Office and the supervision of the Directorate General of Human Rights and Rule of Law (DG-I) of the Council of Europe in Strasbourg, the incumbent will carry out multiple assignments to help meet the expected results and objectives of the Project “Global Action on Cybercrime (GLACY)”.
Employment is limited to the duration of the project which is expected to end in October 2016.
The Senior Project Officer will function as assistant project manager and take responsibility for the organisational and administrative matters related to project activities in accordance with procedures, guidelines and priorities, and with a concern for quality, efficiency, accuracy and confidentiality:
- assists the project manager in the preparation of terms of reference for specific project interventions;
- establishes budgets for project activities and assists in the following of the project budget;
- negotiates contracts in the most cost effective way in line with Council of Europe rules and regulations;
- liaises with counterpart project groups;
- contributes to the visibility of the project and maintains the project website;
- undertakes missions to the project region in support of project activities;
- contributes to the preparation of project reports;
- handles secretarial work with final responsibility;
- processes, drafts and formats correspondence;
- edits and corrects texts;
- prepares agendas for meetings; ensures accurate minutes of meetings, decisions or actions to take; provides follow-up of all actions or decisions;
- supervises co-ordination of information and plans activities;
- deals with highly confidential matters.
This local recruitment procedure is only open to candidates resident in Romania.
Nationality: the appointed candidate must be a national of a Council of Europe member State;
Qualification: completed secondary education followed by an appropriate professional qualification;
Experience: At least three years of experience in assisting in the implementation of international technical cooperation projects, including in particular the organisation of project activities;
Language requirements: ability to express oneself, present and draft clearly, concisely and convincingly in English.
Professional and technical competencies required:
- a university degree in law, social sciences or economics would be an asset;
- experience of projects in the field of cybercrime, economic crime or criminal justice would be an asset;
- knowledge of relevant Council of Europe standards would be an asset;
- knowledge of processes, regulations, procedures, work methods and tools of the Council of Europe would be an asset;
- knowledge of specific project management tools (Project Management Methodology, logframes, etc.) would be an asset.
Communication and linguistic skills: French language skills are an asset.
ICT skills: sound computer skills of standard tools in office applications (word processing, spreadsheet, data bases, presentation software, outlook, internet/intranet publication). Experience in the management/maintenance of websites is an advantage.
Interpersonal skills: service and client orientation, team-work and co-operation. Demonstrated ability to work in a multicultural team. Ability to work under pressure and to deal with multiple tasks and respect deadlines.
