Conditions

The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe. The seconded official shall be entitled, throughout the period of secondment, to a displacement allowance and travel expenses (cf. in particular Article 23 of Committee of Ministers’ Resolution Res (2012)2 for further information).

Job mission

The seconded offical will provide advice on policy issues in the field of Resource Mobilisation and Donor Relations and assist in the implementation of the resource mobilisation strategy, in particular with member and observer States.

Key activities

- Assists in providing strategic advice and support to top management on corporate strategies for extra budgetary resource mobilisation;
- Provides analysis and implements strategies for donors based on Official Development Assistance (ODA) trends, political and economic developments and aid policies;
- Establishes and maintains high-level contacts with donors, both in capitals and Permanent Representations / Missions;
- Advises on and implements donor-specific initiatives;
- Liaises with and advises relevant MAEs and donors on resource mobilisation policy and administrative matters, including contractual arrangements and reporting;
- Draws up and drafts policy documents and donor-specific strategies,
- Undertakes missions in connection with the above activities.
