Turnover profiles are specific roles where it is considered to be in the best interests of the Organisation to have a consistent rotation of staff. Turnover profiles offer once-only opportunities under this scheme and the total duration of employment cannot exceed five years.

 

Job mission

 

Under the authority of the Registrar of the European Court of Human Rights and the Head of the Central Office and Archives, the incumbent will process postal and electronic correspondence and faxes in the Court’s Mail Office, in compliance with guidelines and deadlines and with a concern for quality, efficiency and accuracy.

 


 

 

Key activities

 The incumbent performs all or a combination of the following duties:

 

o ensures reception of postal and electronic correspondence and faxes received in the Registry of the Court in accordance with the procedures in force;

o carries out an initial analysis and determines with the help of specific software (CMIS, DM, bar code) whether the correspondence received concerns an existing application and makes sure that the annotations added to the letters are accurate;

o identifies first letters of potential applicants, enters information on these requests (name, postal addresses) in the database, using different alphabets and formats; if applicable, the transliteration of information into the Latin alphabet may be required ;

o identifies urgent mail (requests for interim measures in accordance with Rule 39 of the Rules of Court; referral requests to the Grand Chamber) and forwards it to the legal division concerned;

o ensures the sorting of correspondence for dispatch to the appropriate entity;

o forwards electronic messages and faxes to the appropriate entity;

o assesses priorities and urgency; respects deadlines;

o participates in the update of statistics and follow-up tables;

o ensures discretion in mail handling;

o works in close contact with others to ensure the co-ordination of all these activities;

o reports to supervisor all anomalies and on how to improve work process;

o replaces colleagues and performs some duties on a rotating basis;

o promotes Council of Europe values internally and externally.

Experience:
 
        at least one year’s relevant professional experience in an international organisation; practical knowledge in mail handling procedures. 
 
Language requirements:
 
                       good knowledge of one of the official languages (English or French) and knowledge of the other (active reading level);
 
                       good knowledge of at least one other European language;
 
        active knowledge of a Cyrillic alphabet;
 
Nationality:
        Nationality of one of the 47 Council of Europe member states. 
Age:
        Under 65 years of age at the closing date of the vacancy notice.

The selection procedure consists of a shortlisting based on candidates’ applications and may include ability tests, behavioural questionnaires, a job related written exam, situational exercises, language tests, interviews and full assessment centres.

 

 

 

Only candidates who best match the requirements of the job vacancy will be shortlisted and invited to test or a written exam. Tests or written exams may be eliminatory, in which case only candidates who succeed in the tests will be invited for interview. Depending on the number of applicants, the length of the professional experience considered for shortlisting may be increased from that indicated in the vacancy notice.

 

 

 

Following this competition, a list of eligible candidates, in order of merit, may be established. This list will be valid for two years with the possibility of extending it to a maximum of four years. During the period of validity of the list, candidates on the list may be offered employment of fixed term duration. It should be noted that placement on this list does not give candidates the right to an appointment within the Council of Europe. The choice of candidates from a reserve list is not made solely according to the order of merit, but also takes into account the requirements of the position to be filled and the qualifications of the candidates.

 

 

 

The first two years of employment will constitute a probationary period. Provided the staff members’ work is considered satisfactory, he/she may be offered a contract of fixed term duration. However, the total length of employment will not exceed five years. The staff member so recruited shall not be eligible for any subsequent internal competition, promotion or transfer to a post, or for secondment.
