Job mission

Under the authority of the Head of Office and the supervision of the Justice and Legal Co-operation Department, the Project Officer carries out multiple assignments to meet the overall and specific objectives for the implementation of the project “Support to the implementation of the judicial reform in Ukraine” in co-operation with project partners, international donors and other stakeholders and in compliance with Council of Europe’s regulations and /or donor requirements.

 

Key activities

The Project Officer shall perform the following key duties, in close co-operation with the project team, in accordance with the organisation’s procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:
- assists in planning, organising, implementing and follow up of assigned activities under the supervision of the project management and in accordance with the agreed project work-plan and in co-ordination with national project partners; 
- co-ordinates and supervises administrative and logistical support to implement project activities in line with the work plan;
- ensures close budgetary follow-up of all activities and expenditures in the project, in line with the project work plan and the project budget;
- contributes to the development of coherent reporting and evaluation tools;
- co-ordinates, gathers, researches, analyses, integrates, follows up a wide range of data, information and documentation related to project implementation and project working environment; 
- draws up reports and statements, as agreed within the project management team; 
- finalises original and translated texts, if necessary, edits documents prepared by non-native speakers (in English or Ukrainian), proofreads documents for project publications; 
- supervises the production of all kinds of documents, in certain cases with a view to their publication in print version or on-line; 
- works in close contact with internal and/or external counterparts to ensure the proper implementation of project activities; 
- participates in meetings, takes minutes and follows up on actions agreed;
- ensures the visibility of the project;
- reports to supervisor(s) on the results achieved and on the problems resolved;
- contributes to the efficient functioning of the Office, in collaboration with the Head of Office, the Deputy Head of Office and the direct project management;
- promotes Council of Europe values internally and externally.

Eligibility Requirements

This local recruitment procedure is open to applicants already present in Ukraine.

Only applicants who best meet the following criteria will be considered for shortlisting.

Qualifications:
Completed full course of general secondary education and appropriate professional qualifications.
A university degree in law, political science, international relations or related fields would be an advantage.

Experience:
› At least four years of professional experience at national and international level on project management of technical assistance projects relating to the judicial reform in Ukraine.
Language requirements:
› Excellent knowledge of the Ukrainian language (mother tongue);
› Very good knowledge of English, including excellent writing skills and knowledge of legal language.
Nationality:
› Nationality of host country or one of the 47 Council of Europe member states.
Age:
› Under 65 years of age at the closing date of the vacancy notice.
