Conditions

The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe.


The seconded official will not receive displacement allowance nor reimbursement of travelling expenses by the Organisation as set out in Article 23 of Committee of Ministers’ Resolution Res (2012)2.

Job mission

Under the authority of the Head of the Children’s Rights Division, the seconded official will contribute to the planning and management of activities implementing the Council of Europe Strategy for the Rights of the Child under the Programme “Building a Europe for and with children”.

Key activities

The seconded official performs the following key duties:


- Contributes to the activities of the Children Rights’ Division to implement the Strategy for the Rights of the Child (2016-2021) and organises activities under its five priority areas (equal opportunities for all children, participation of all children, a life free from violence for all children, child friendly justice, the rights of the child in the digital environment);
- Organises and participates in conferences, seminars, study visits and capacity building activities in partnership with national and international bodies in line with the annual programme of activities and Council of Europe agenda on children and, as appropriate, undertakes official journeys in connection to these activities;
- Provides general secretariat support to meetings in Strasbourg and outside: this includes preparing draft agendas, working documents, memoranda, mission reports, supervising logistics and material preparation as well as meeting reports and other awareness-raising materials for dissemination;
- Co-ordinates and manages research projects, including where necessary managing consultants or interns to deliver on results;
- Contributes to the internal and external visibility of the programme and the dissemination of its results (drafting of speeches, issue papers, presentations, factsheets, website pages);
- Liaises with other operational sectors of the Council of Europe to create synergies with other programmes or activities on various aspects of children’s rights, and follows activities of other institutions, governmental and non-governmental organisations active in the same field;
- Promotes Human Rights and Council of Europe values internally and externally.

Eligibility Criteria

Qualifications:
Higher education degree or qualification, preferably in law, political studies, international relations.


Experience:
At least 2 years of relevant professional work experience in the area of children’s rights,   with proven experience, knowledge and practical understanding of the international children’s rights standards and challenges in their implementation at national, regional or international levels. Knowledge and understanding of children’s rights aspects in the context of deprivation of liberty or digital environment  is an asset.


Language requirements:
Very good knowledge of one of the official languages (English or French) and a good knowledge of the other; self-expression, present and draft clearly, concisely and convincingly in English or in French. Demonstrated ability to deliver quality written work in one of the official languages.


Nationality:
Nationality of one of the 47 Council of Europe member states.
