Conditions

The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe.


The seconded official will not receive displacement allowance nor reimbursement of travelling expenses by the Organisation as set out in Article 23 of Committee of Ministers’ Resolution Res (2012)2.

Job mission

Under the authority of the Executive Secretary of the Pompidou Group, reporting to the head of the Pompidou Group’s law enforcement activities in the drugs field, the seconded official provides expert and technical assistance in the implementation of related activities in the Pompidou Group’s work programme, takes responsibility for specific lines of action and assists in the development of cooperation with member and non-member States.

Key activities

The seconded official performs the following key duties:
- Contributes to the organisation of meetings and conferences on drug trafficking through airports and general aviation, the diversion of chemical precursors for the production of illegal drugs and drug-related cybercrime;
- Assumes responsibility for the preparation of meetings of specialists in the abovementioned fields, identifying speakers among law enforcement agencies of Pompidou Group member states and beyond, and engaging in dialogue with them to maximise the benefit of their participation, and participates in related discussions;
- Organises meetings, writes meeting reports and background papers and deals with correspondence in one of the official languages;
- Facilitates contact among and liaises with law enforcement officials specialising in these drugs law enforcement fields, and with other international organisations and other Council of Europe services;
- Represents the Pompidou Group and the Secretariat at relevant events, giving presentations, contributing to discussions and acting as facilitator or trainer;
- Contributes to the future development of Pompidou Group law enforcement activities.


Please note that the seconded official may be required to perform other duties not listed in the call for candidates.

Eligibility Criteria

Qualifications:
- Masters degree in criminal justice, law, security or comparable police academy qualifications.
Experience:
› At least five years of experience in the law enforcement field (police, customs, border control) and a minimum of two years’ experience in dealing with drug trafficking and/or financial crime.
Language requirements:
› Very good knowledge of one of the official languages (English or French) and good knowledge of the other.
Nationality:
› Nationality of one of the 47 Council of Europe member states (or other Pompidou Group member or observer states).

Additional information

This secondment is intended for an initial period of one year, but can be extended by mutual agreement. The proposed location is Strasbourg, but alternative locations where the Council of Europe has an office might be considered.
