Conditions

The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe.

The seconded official shall be entitled, throughout the period of secondment, to a displacement allowance and travel expenses (cf. in particular Article 23 of Committee of Ministers’ Resolution Res (2012)2 for further information).

Job mission

Under the authority of the Head of the Department of Information Society, the seconded official will contribute to the work of the Data Protection Unit, in particular the Secretariat of the Consultative Committee of Convention 108, the follow-up to the CAHDATA work and modernisation exercise, other standard-setting work as well as the promotion of Convention 108 and the implementation (and development) of cooperation activities.

Key activities

The seconded official performs all or a combination of the following key duties:
- work with the Head of the Data Protection Unit to provide Secretariat services to the Consultative Committee of Convention 108 and its Chair (e.g. advising, making proposals, drafting and preparing working documents, seeking and providing information and ideas on new technologies and data protection, coordinating external inputs, handling correspondence);
- liaison with other sectors and bodies of the Council of Europe as well as partners in member states and international organisations to create synergies with other programmes or activities;
- contribution to cooperation programmes to identify needs and provide targeted assistance;
- monitoring of developments in the data protection field;
- preparation, quality check and dissemination of publications;
- organisation and participation in meetings, conferences, hearings, colloquiums, seminars or similar events (official travels).

Please note that the seconded official may be required to perform other duties not listed in the call for candidates.

Eligibility Criteria

Qualifications:
Higher education degree or qualification equivalent to a masters degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area).

Experience:
› At least 5 years of professional experience relating to data protection, with international dimension desirable, international and human rights law and standards; good understanding of multilateral co-operation within different contexts.

Language requirements:
› Very good knowledge of one of the official languages (English or French) and good knowledge of the other.

Nationality:
› Nationality of one of the 47 Council of Europe member states.
