Job mission

FIXED-TERM CONTRACT

 

Under the authority of the Head of the Buildings and Installations Department, the incumbent assists the latter in running the department responsible for managing buildings and spaces, technical installations, equipment and furniture within the Council of Europe’s Directorate of Logistics.

Key activities

The incumbent performs the following key duties:

  • helps to draw up and implement the department’s objectives; is responsible for assigning objectives in his/her own section and for regular appraisal of the performance of his/her team;
  • organises and leads studies and projects for the development and conservation of the Council of Europe’s property portfolio, in particular the technical measures provided for in the Capital Master Plan (CMP); is responsible for budgets and deadlines and co-ordinates work within his/her team and with the other entities in the department and the directorate;
  • evaluates interaction between maintenance projects and plans for buildings and technical installations and determines the impact on existing or future outsourcing contracts; proposes measures or changes to be included in these contracts through development of progress plans;
  • is in charge of optimising the use of the Council of Europe’s properties in Strasbourg and elsewhere, in particular concerning the space utilisation policy, and developing existing or future facility management tools;
  • supervises and coaches team members: sets objectives, assigns responsibilities, motivates staff and appraises performance; facilitates internal communication, fosters co-operation, team spirit and a harmonious working environment conducive to increased efficiency;
  • advises the Head of Department and reports regularly on the activities of his section; reports regularly on the results achieved, flags up future needs, analyses the risks and opportunities involved in developments and/or events.

Eligibility Requirements

Qualifications:

  • higher education degree or qualification, preferably in engineering (building science) or architecture.

Experience:

  • sound professional experience (at least four years) of performing similar duties in the fields covered by the vacancy notice, also including responsibilities in project and works management.

Language requirements:

  • very good knowledge of one of the official languages (English or French) and good knowledge of the other.

Nationality:

  • nationality of one of the 47 Council of Europe member states.

Age:

  • under 65 years of age at the closing date of the vacancy notice.

The selection procedure consists of shortlisting, assessment(s), and a panel interview. Assessments may include one or more of the following: ability tests, behavioural questionnaires, job-related examinations, situational exercises, language tests, interviews and full assessment centres. At least one assessment will be eliminatory.

 

Depending on the number of applicants, the length of the required professional experience may be increased.

 

Candidates with the best results in the previous stages of the procedure (tests, exams, etc.) will, as a last stage of the procedure, be invited for an interview with a panel.

 

Following this competition, a reserve list of successful candidates, in order of merit, may be established. This list will be valid for two years with the possibility of extending it to a maximum of four years. It should be noted that placement on a reserve list does not give candidates the right to an appointment within the Council of Europe. The choice of candidates from a reserve list is not made solely according to the order of merit but also takes into account the requirements of the position to be filled and the qualifications of the candidates.

 

During the period of validity of the reserve list, candidates on the list may be offered employment on an indefinite-term contract. There is a statutory probationary period of two years.

 

The compulsory retirement age is 65.
