Job mission

Under the authority of the Head of Office, and the supervision of the Head of the Economic Crime and Cooperation Division, Department of information Society and Action against Crime, Directorate General Human Rights and Rule of Law (DGI) ) of the Council of Europe in Strasbourg, the incumbent will carry out multiple assignments to meet the overall and specific objectives for the implementation of the project on “Protection of the Rights of Entrepreneurs from Corrupt Practices at the municipal level in the Russian Federation” (PRECOP phase II) .

 

For this purpose, the incumbent will support and monitor the implementation of the set measures and activities in co-operation with relevant counterparts using the multi-stakeholder model, lead beneficiaries, and in compliance with the respective regulations of the Council of Europe.

 

Employment is limited to the duration of the Project (currently until 31 March 2017 and may be prolonged).

 

Key activities

The incumbent performs the following key duties in accordance with the Council of Europe’s procedures, guidelines and priorities with a concern for quality, efficiency, accuracy and confidentiality:

 

  • Plans, organises, co-ordinates, implements and follows up on project activities in accordance with the Project’s workplan and calendar of activities, in close co-ordination with the Project Team and in co-operation with local partners and stakeholders; reports problems encountered; suggests priorities and adjustments as necessary;
  • Liaises with local partners and stakeholders (governmental and non-governmental) as well as national and international consultants regarding the implementation of the project activities;
  • Maintains regular contacts with international stakeholders/implementing agencies active in the field of rule of law and good governance reforms in the Russian Federation;
  • Informs regularly the Head of Office about the implementation of the project and co-ordinates his/her work within the broader framework of the overall Council of Europe Office action;
  • Follows developments and trends in the economic crime field and provides advice and assistance on different issues related to Project activities and more specifically the economic crime related legislation, leads and participates in conferences, seminars, workshops, round-tables and working groups organised within the framework of the Project; contributes to the preparation of expertise and legal opinions and policy papers, as provided for in the Project;
  • Drafts and provides elements to all project related reports (activity and progress reports, information notes, briefings, contributions, etc.);
  • Contributes to raising the visibility of the project by drafting web news items and press releases, by disseminating information and by providing advice and input on publications;
  • Co-ordinates and contributes to financial, administrative and technical implementation of the Project and ensures close budgetary follow-up of all project expenditures, in accordance with regulations, procedures and donor requirements;
  • Selects local service providers and negotiates contracts in consultation with headquarters;
  • Prepares relevant meetings and drafts meeting minutes and lists of decisions;
  • Undertakes official journeys in connection with the activities described above.

Eligibility Requirements

This local recruitment procedure is open to applicants already present in the Russian Federation.

Qualifications:

  • Completed full course of general secondary education and appropriate professional qualifications.
  • A university degree in law would be an advantage.

 

Experience:

  • At least four years of relevant professional experience contributing to the implementation of assistance and co-operation projects in the field of rule of law, good governance and human rights at international and/or national level and knowledge of relevant Council of Europe and European standards.

 

Language requirements:

  • Excellent knowledge of Russian (mother tongue level)
  • Very good knowledge of one of the official languages (English);
  • Knowledge of French would be an advantage.

 

Nationality:

  • Nationality of host country or one of the 47 Council of Europe member states.

 

Age:

  • Under 65 years of age at the closing date of the vacancy notice.

Information on the Project

 

The “Protection of the Rights of Entrepreneurs from Corrupt Practices at the municipal level in the Russian Federation” (PRECOP phase II), a follow-up to the European Union/Council of Europe Joint Programme “Protection of the Rights of Entrepreneurs in the Russian Federation from Corrupt Practices” (PRECOP RF), aims to support and facilitate prevention of corrupt practices affecting the business sector at the municipal level in the Russian Federation, through multi-stakeholder development of evidence-based legislative and policy proposals to be submitted through the RF Ombudsman for the Protection of the Rights of Entrepreneurs at regional and federal levels.
