Under the authority of the Executive Secretary of the Pompidou Group, the seconded official contributes to the implementation of the Pompidou Group’s work programme activities, animates transversality and overall coherence across the Council of Europe of the follow up to the UN General Assembly Special Session (UNGASS) on the world drug problem outcome document, takes responsibility for specific lines of action and assists in the development of cooperation with member and non-member States.
The seconded official performs the following key duties:
- Promotes understanding of the transversal dimension across the Council of Europe of the UNGASS outcome document, harnesses the interest of other services translating it into operational or strategic proposals, and supports activities with a transversal dimension;
- Takes responsibility for – or assists in the implementation of – specific activities in the Pompidou Group’s programme for 2015-2018 or agreed from time to time by the Group’s Permanent Correspondents;
- Contributes to resource mobilisation, identifies and liaises with potential donors and prepares fundraising documents, and assumes a role in the management of the resulting cooperation activities in member and non-member states;
- Represents the Pompidou Group and the Secretariat at relevant events, gives presentations, contributes to discussions and acts as facilitator;
- Takes an active part in the Pompidou Group’s communication – both targeted and public communication – and disseminates information about the Group’s activities, identifies upcoming issues and proposes communication strategies related thereto.

Qualifications:
University degree in law, social or political sciences, or international relations (or equivalent qualifications or experience).
Experience:
At least five years of professional experience, including at least two years of experience in a national administration responsible for drug policy; foreign service experience would be an asset, especially in the international drug policy area; experience in international human rights law desirable.
Language requirements:
Very good knowledge of one of the official languages (English or French) and good knowledge of the other.
Nationality:
Nationality of one of the 47 Council of Europe member states (or other Pompidou Group member or observer states).
