Job mission

Under the authority of the Head of Office, and supervision of the Head of the Human Rights National Implementation Division, the Senior Project Officer carries out multiple assignments to meet the overall and specific objectives for the implementation of the Project “Consolidating Ukraine’s Justice Sector Reform”, in co-operation with the donors, partners and other stakeholders, and in compliance with the Organisation’s regulations and/or donor requirements.

Employment is limited to the duration of the Project that is expected to end on 31 July 2018.

 

Key activities

The Senior Project Officer shall perform the following tasks in close cooperation with the Project team in Strasbourg and in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

  • coordinate the implementation of the Project work plan;
  • establish and develop effective contacts with partners, national stakeholders and experts as regards the Project implementation;
  • monitor legislative and political developments and trends in Ukraine to identify opportunities and risks which may contribute to or hamper effective implementation of the Project, and advise on suitable action;
  • coordinate the preparation of Project activities and liaise with service providers and beneficiaries;
  • draft terms of reference for different contractual engagements required for implementing Project activities;
  • provide technical and substance briefings to all short term consultants prior and during their missions;
  • support headquarters-based staff and short-term consultants when carrying out tasks and missions in the field;
  • report to the Project Coordinator on activities in progress and if and when problems occur;
  • draft required reports;
  • contribute to drafting briefing notes, speeches, speaking points and official correspondence;
  • ensure the quality of reports, thematic and other documents related to Project activities and objectives, in particular in Ukrainian;
  • contribute to raising the visibility of the Project;
  • facilitate internal communication with other team members, contribute to the spirit of co-operation and information with other CoE projects in the Office;
  • supervise the work of the Project assistant, set his/her objectives and evaluate performance;
  • monitor Project expenditure;
  • contribute to the efficient functioning of the office, in collaboration with the Head of Office, the Deputy Head of Office and the direct project management in Strasbourg;
  • undertake official journeys in connection with the activities described above.

Eligibility Requirements

This local recruitment procedure is open to applicants already present in Ukraine.

Qualifications:

  • Completed full course of general secondary education and appropriate professional qualifications.
  • A university degree in law, international relations, social sciences, political science or a related field would be an advantage.

Experience:

  • At least three years of professional experience relating to the implementation of technical co-operation projects on a European or international level.

Language requirements:

  • Excellent knowledge of Ukrainian (mother tongue level);
  • Excellent knowledge of one of the official languages (English).

Nationality:

  • Nationality of host country or one of the 47 Council of Europe member states.

Age:

  • Under 65 years of age at the closing date of the vacancy notice.

  • proven experience in project management and implementation of technical co-operation or policy-oriented projects, preferably in the field of the judiciary and/or human rights;
  • knowledge of project management tools (Project Management Methodology, logframes, etc.);
  • experience working with governmental institutions, the judiciary and civil society on projects and programmes related to justice sector reform, human rights or a related field;
  • knowledge and understanding of European standards in the field of justice and human rights and of the Council of Europe principles and work in this field;
  • very good knowledge of the Ukrainian law and legal and judicial system.
