Job mission

Under the authority of the Head of Office and the supervision of the Head of the No Hate Speech and Co-operation Unit in the Anti-discrimination Department, Directorate General of Democracy, the incumbent will assist in the design, management and implementation of the Project ‘Fight against discrimination, hate crimes and hate speech in Georgia’, in co-operation with the donor, partners and other stakeholders, and in compliance with the organisation’s regulations and/or donor requirements.

 

Employment is foreseen for an initial duration of 12 months with the possibility of renewal.

 

Key activities

The incumbent performs the following key duties in close co-operation with the Project team, and in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

  • plans, organises, implements and follows up on the project’s activities in accordance with the work plan and its calendar of activities, local partners and stakeholders and in close co-ordination with the Programme Manager in headquarters;
  • plans and reports on financial resources allocated to activities and ensures close budgetary follow-up of all project expenditures;
  • prepares progress and final reports and other necessary documents resulting from activities, as well as thematic and other documents related to the project objectives;
  • liaises directly with the project’s local stakeholders and partners and international and local consultants;
  • prepares the necessary documentation/materials for the organisation of the project’s activities and co-ordinates the input and tasks of the international and local consultants;
  • participates in project meetings and events and undertakes follow-up action as required;
  • prepares the Steering Committee meetings and drafts the minutes of its meetings;
  • keeps track of the project work plan and updates and monitors that the outputs are in accordance with the work plans;
  • contributes to project monitoring and evaluation and defining of detailed and measurable indicators for activities and the overall project;
  • suggests any adjustments to the content and methodology of the work plan;
  • reports to the Programme Manager in headquarters on activities in progress and if and when problems occur;
  • implements all the aspects related to the publicity and visibility of the project;
  • supports headquarters-based staff and short-term consultants when carrying out tasks and missions in the field;
  • provides legal assistance to consultants;
  • contributes to the efficient functioning of the office in collaboration with the Head of Office and the direct Project management in headquarters.

Eligibility Requirements

This local recruitment procedure is open to applicants already present in Georgia.

Qualifications:

  • Completed full course of general secondary education and appropriate professional qualifications.

Experience:

›          At least three years of professional experience relating to the implementation of assistance and co-operation projects in the field of anti-discrimination, human rights advocacy and/or national minorities’ rights;

  • Experience in the management of financial resources.

Language requirements:

  • Excellent knowledge of Georgian (mother tongue level);
  • Very good knowledge English;
  • Knowledge of French or Russian would be an advantage.

Nationality:

  • Nationality of host country or one of the 47 Council of Europe member states.

Age:

  • Under 65 years of age at the closing date of the vacancy notice.

The cooperation project ‘Fight against discrimination, hate crime and hate speech in Georgia’ of the Council of Europe aims to provide expertise, build competences, advocate and raise awareness among policy makers, legal and law enforcement agencies and civil society organisations to enable them to:

  • fully align national legislation and bylaws on anti-discrimination, hate crimes and hate speech and monitoring mechanism in accordance with European standards;
  • ensure its effective implementation;
  • increase public appreciation for the laws’ contribution towards democracy, human rights, peace and prosperity in Georgian society.
