Under the authority of the Head of Office, the incumbent will carry out multiple assignments to provide administrative and financial support, in compliance with the Council of Europe’s procedures, guidelines and priorities.
This short-term temporary employment is offered for the period June-September 2018.
The incumbent performs the following key duties in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
- assists the Head of Office and Deputy Head of Office in the daily running of the Office;
- ensures the administrative assistance and the organisational support for the activities of the Office;
- carries out financial tasks in line with instructions and standard procedures: enters information and executes queries in the accounting system;
- ensures financial transactions are carried out in accordance with Council of Europe financial regulations, rules and procedures;
- prepares, records, verifies and processes financial transactions, including in particular, input of requisitions and purchase orders into the financial management informations system (FIMS) and their finalisation;
- verifies and controls invoices before settlement;
- follows up work or activities in progress and draws immediate attention to discrepancies and irregularities;
- seeks and collects information and documentation and data on request; keeps information accurate and up to date;
- ensures the circulation of pertinent information and documents as relevant within the Office;
- co-ordinates input from Project teams to contributions and correspondence and ensures follow-up;
- promotes the Council of Europe values internally and externally.

Qualifications:
- Completed full course of general secondary education followed by an appropriate professional qualification in financial / administrative studies or similar.
Experience:
- At least two years of professional experience carrying out corresponding duties.
Language requirements:
- Very good knowledge of one of the official languages (English).
Nationality:
- Nationality of host country or one of the 47 Council of Europe member states.
Age:
- Under 65 years of age at the closing date of the vacancy notice.
