Conditions

The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe.

The seconded official will not receive displacement allowance nor reimbursement of travelling expenses by the Organisation as set out in Article 23 of Committee of Ministers’ Resolution Res (2012)2

Job mission

Under the authority of the Head of Major Hazards and Environment Division, the seconded official will assist in the monitoring of the implementation of the Convention on the Conservation of European Wildlife and Natural Habitats activities in the field of nature conservation, in view of strengthening the Council of Europe contribution to the achievement of the UN Sustainable Development Goals.

Key activities

The seconded official performs the following key duties:

-  Promote the contribution of the Council of Europe to the achievement of the UN Sustainable Development Goals, in particular n° 13, 14 and 15, and develop cooperation and synergies with other departments;
-  Contribute to the strengthening of the Council of Europe cooperation with the UN Convention on Biological Diversity and other major Agreements & Conventions in the field of environment and nature conservation, as well as the European Union;
-  Contribute to the implementation of the Bern Convention Programme of Work and in particular, the monitoring of obligations by Parties and its current standard setting system;
-  Support the planning and organisation of the various events and meetings organised by the Secretariat of the Bern Convention, including the meetings of the decision-making bodies of the Convention;
-  Mobilise extra-budgetary resources to strengthen the work of the Division, establish and maintain high-level contacts with donors and member States;
-  Liaise and cooperate with relevant Council of Europe MAEs and bodies (e.g. Landscape and European Heritage Days Division, Culture and Cultural Heritage Division, Parliamentary Assembly) to ensure coordination and synergies on transversal activities;
-  Draft project proposals and policy documents in line with the priorities of DGII;
-  Undertake missions in connection with the above activities.

Please note that the seconded official may be required to perform other duties not listed in the call for candidates.

Eligibility Criteria

Qualifications:
Higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area), preferably in the field of biodiversity conservation, environmental law, environmental management, ecology, protected areas and sustainable development.

Experience:
At least 5 years of professional experience relating to management of activities and/or initiatives in the field of conservation and management of natural resources and related fields.

Language requirements:
Very good knowledge of one of the official languages (English or French) and good knowledge of the other.  Good drafting skills.

Nationality: 
Nationality of one of the 47 Council of Europe member states.
