The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe.
The seconded official shall be entitled, throughout the period of secondment, to a displacement allowance and travel expenses (cf. in particular Article 23 of Committee of Ministers’ Resolution Res (2012)2 for further information), subject to the availability of financing.
Under the authority of the Head of the Cybercrime Division, the seconded official will support the Secretariat of the Cybercrime Convention Committee (T-CY) and the implementation of capacity building activities on cybercrime and electronic evidence.
The seconded official performs the following key duties:
- analyses the replies to T-CY questionnaires and contributes to the drafting of reports assessing the implementation of the Convention on Cybercrime by the Parties;
- supports the preparation of an additional Protocol to the Convention on Cybercrime;
- drafts other T-CY reports as necessary;
- supports the organisation of T-CY meetings;
- supports the functioning of the network of 24/7 points of contact under Article 35 Budapest Convention;
- contributes to online tools under the “Octopus” community;
- prepares and reviews draft technical reports and training materials related to capacity building activities on cybercrime and electronic evidence;
- participates in cooperation activities, conferences and other events as speaker, moderator or trainer.
Please note that the seconded official may be required to perform other duties not listed in the call for candidates.
Qualifications:
University degree in law.
Experience:
At least 5 years of professional experience relating to cybercrime or related criminal justice matters.
Language requirements:
Very good knowledge of one of the official languages (English or French) and good knowledge of the other.
Nationality:
Nationality of one of the 47 Council of Europe member states.
