Conditions

The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe.

The seconded official will not receive displacement allowance nor reimbursement of travelling expenses by the Organisation as set out in Article 23 of Committee of Ministers’ Resolution Res (2012)2.

Job mission

Under the authority of the Head of Protocol, the seconded official will contribute to the Council of Europe Protocol’s work, particularly in the field of official visits, official ceremonies and hospitality  and events related to the 70th anniversary of the Organisation. He / she may also be entrusted with other tasks, particularly in the field of privileges and immunities.

Key activities

The seconded official performs the following key duties:

> In conjunction with different sectors of the Secretariat as well as local and national external partners, works towards the preparation of events related to the 70th anniversary, in accordance with priorities and deadlines;
>  Provides services relating to the organisation of official visits in co-operation with the other agents concerned;
>  Contributes to the preparation and implementation of official ceremonies and hospitality in co-operation with the other agents concerned ;
>  Promotes the values of the Council of Europe internally and externally.

Please note that the seconded official may be required to perform other duties not listed in the call for candidates.

Eligibility Criteria

Qualifications:
Higher education degree or qualification, attested by a diploma.

Experience:
Professional experience in the Protocol sector of a national administration, preferably in the Ministry of Foreign Affairs.

Language requirements:
Very good knowledge of one of the official languages (English or French) and good knowledge of the other; self-expression, present and draft clearly, concisely and convincingly in English or in French.

Nationality:
Nationality of one of the 47 Council of Europe member states.
