Job mission

Under the authority of the Head of Office and the supervision of the Head of the Electoral Assistance Division, Directorate General of Democracy, the incumbent will assist with the implementation of the Council of Europe Programme Reform of the electoral practice in Georgia in co-operation with the donors, partners and other stakeholders, and in compliance with the Organisation’s values, regulations and/or donor requirements.

 

Employment is limited to the duration of the project which is expected to end on 31 December 2019.

 

Key activities

The incumbent shall perform the following tasks in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

  • drafts background information on election-related matters in Georgia;
  • seeks and collects information, data and documentation on election-related matters in Georgia;
  • liaises with the local electoral stakeholders, including relevant officials;
  • plans and organises activities in accordance with the Programme’s work plan;
  • provides assistance in reporting on the progress of the implementation of the Programme;
  • provides administrative and logistical assistance to headquarters-based staff and to the Head of the Office in the implementation of the Programme;
  • prepares the contracts and deals with administrative procedures with third parties in compliance with CoE rules and regulations;
  • carries out other tasks as may be required connected to the Programme’s implementation;
  • contributes to the efficient functioning of the office, in collaboration with the Head of Office, the Deputy Head of Office and the Programme management.

Eligibility Requirements

This local recruitment procedure is open to applicants already present in Georgia.

 

Only applicants who best meet the following criteria will be considered for shortlisting.

 

Qualifications:

  • Completed full course of general secondary education and appropriate professional qualifications;
  • A university degree, preferably in law, public administration or a related field would be an asset.

Experience:

  • At least two years’ professional experience in public administration, international/or civil society organisations or political affairs;
  • Relevant experience in assisting with the implementation and the management of projects;
  • Excellent knowledge of matters related to elections and democratic standards.

Language requirements:

  • Excellent knowledge of Georgian (mother tongue level);
  • Very good knowledge of one of the official languages (English);
  • Knowledge of Russian and/or French would be an advantage.

Nationality:

  • Nationality of host country or one of the 47 Council of Europe member states.

Age:

  • Under 65 years of age at the closing date of the vacancy notice.
