Job mission

Under the authority of the Head of Office and the supervision of the Head of the Legal Co-operation Division, Directorate of Human Rights and Rule of Law (DG I), the incumbent will carry out multiple assignments to meet the overall and specific objectives for the implementation of the project “Support to the implementation of the judicial reform in Ukraine”, in co-operation with the donors, partners and other stakeholders, and in compliance with the organisation’s regulations and/or donor requirements.

 

Employment is limited to the duration of the Project that is expected to end on 31 January 2021, and may be prolonged.

 

Key activities

The incumbent performs the following key duties, in close co-operation with the Project Manager and the project team, in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

  • assists with the organisation, co-ordination and implementation of project activities in accordance with the project work plan and its calendar of activities;
  • assists in organisation and participates in meetings, seminars, working groups, other events related to the activities of the project;
  • contributes to the preparation of documents (e.g., reports, briefing, speaking notes), including editing documents prepared by non-native speakers (in English);
  • assists in preparation, control and follow-up on budgetary and financial issues related to the project activities;
  • participates in the evaluation of the project in order to identify appropriate adjustments;
  • contributes to project reporting in line with the requirements;
  • reports to superiors on the results achieved, on further requirements, risks and opportunities;
  • contributes to the efficient functioning of the office in collaboration with the direct Project management in headquarters and with the Head of Office, Deputy Head of Office in Kyiv;
  • undertakes official journeys in connection with project activities;
  • promotes Council of Europe values internally and externally.

Eligibility Requirements

This local recruitment procedure is open to applicants already present in Ukraine.

 

Only applicants who best meet the following criteria will be considered for shortlisting.

 

Qualifications:

  • Completed full course of general secondary education and appropriate professional qualifications in law, international relations, public policy or political sciences.

Experience:

  • At least two years of relevant professional experience carrying out corresponding duties of project management and implementation at the national and/or international level;
  • Professional experience in the implementation of projects and/or programmes in the field of justice would be considered an asset.

Language requirements:

  • Very good knowledge of one of the official languages (English), excellent writing skills and the knowledge of the legal language;
  • Excellent knowledge of Ukrainian (mother tongue level).

Nationality:

  • Nationality of host country or one of the 47 Council of Europe member states.

Age:

  • Under 65 years of age at the closing date of the vacancy notice.

The Council of Europe project “Support to the implementation of the judicial reform in Ukraine” contributes to the successful implementation of the judicial reform and of the newly-adopted legislation on the judiciary and the bar so that their functioning and organisation comply with the respective European standards.
