The seconded official shall remain in employment or be paid by the member State from which he/she is seconded throughout the period of secondment, and shall receive no salary and no social and medical cover from the Council of Europe.
The seconded official will not receive displacement allowance nor reimbursement of travelling expenses by the Organisation as set out in Article 23 of Committee of Ministers’ Resolution Res (2012)2.
Under the authority of the Head of Division of the Roma and Travellers Team, the seconded official will contribute to the implementation and evaluation of Council of Europe activities on Roma and Traveller issues, in particular the Thematic Action Plan on the Inclusion of Roma and Travellers (2016-2019), in compliance with mandates, existing regulations and values of the Council of Europe. The seconded official will also assist with the elaboration of the Council of Europe’s post-2019 Strategic Policy Document on Roma and Traveller Inclusion, in cooperation with the Ad Hoc Committee of Experts on Roma and Traveller Issues (CAHROM), will provide assistance with the preparation, running and follow-up of CAHROM thematic visits and reports, and will contribute to the drafting of documents and the organisation of events related to Roma and Traveller women and youth.
The seconded official performs the following key duties:
- participate in the planning, preparation, implementation, follow-up, and evaluation of activities of the Council of Europe Thematic Action Plan for the Inclusion of Roma and Travellers (2016-2019), in particular in relation to fighting discrimination and anti-Gypsyism, to protecting and defending human rights’ of Roma women, youth and children, and to promoting Romani culture;
- organise and/or participate in conferences, seminars, meetings, missions and visits;
- conduct background studies and research on specific issues related to Roma and Travellers;
- draft agendas, reports, memoranda, briefings, presentations, speeches, press releases, mission reports, or other working documents, as required;
- contribute to the preparation and dissemination of publications;
- manage projects, including budget and human resources management, and supervise the work of consultants;
- contribute to the preparation, running and follow-up of meetings of intergovernmental committees, e.g. the Ad hoc Committee of Experts on Roma and Traveller Issues (CAHROM) and its Bureau, thematic groups, working groups, etc.;
- maintain and develop professional relations with other sectors in the Council of Europe Secretariat, and other relevant international organisations, both governmental and non-governmental;
- contribute to the design and maintenance of appropriate tools (e.g. the online database on good practices);
- explore, propose and carry out fund-raising activities;
- contribute to raising the visibility of activities related to Roma and Travellers inside and outside of the Organisation.
Please note that the seconded official may be required to perform other duties not listed in the call for candidates.
Qualifications:
Higher education degree or qualification equivalent to a master degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) in law, political or social sciences, public administration, European studies or international relations.
Experience:
At least 3 years of professional experience relating to one or more of the above-mentioned fields, and more specifically in policy or project development or implementation in the fields of equal opportunities, non-discrimination, access to social rights or minority protection; professional experience at international level would be an advantage.
Language requirements:
Very good knowledge of one of the official languages (English or French) and good knowledge of the other. Knowledge of other languages, including Romani, would be an advantage.
Nationality:
Nationality of one of the 47 Council of Europe member States.
