Job mission

Under the authority of the Head of Office, and the supervision of the Head of the Legal Co-operation Division, the incumbent plans, manages, implements and assess one of the European Union/Council of Europe Joint Programmes “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State” or “Strengthening the Institutional Capacity of the Court of Cassation” in compliance with the organisation’s regulations and donor requirements.

 

The incumbent is expected to establish good working relations with representatives of the government, public authorities and the judiciary. She/he may be required to travel within Turkey and internationally and needs a valid passport with no restrictions for travelling abroad.

 

Employment is limited to the duration of the projects which are expected to end in 2021.

 

Key activities

The incumbent performs the following key duties in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

  • plans, implements and assesses the project and its activities with a view to developing policies, setting standards and supporting the beneficiaries in fulfilling their commitments and compliance with CoE conventions, standards and values;
  • oversees the substantive implementation of the activities and guides the implementation process;
  • ensures co-ordination between the project team, the beneficiary institutions, the CFCU, the EUD and the national stakeholders;
  • organises internally the work of teams of national and international consultants, under the guidance and instructions of the Programme Manager in headquarters;
  • provides administrative services to working groups, round table discussions, and/or seminars through advising, making proposals, managing information exchange and correspondence;
  • advises consultants, representatives of the beneficiaries and members of the working groups and/or other bodies created within the framework of the project and guides their work;
  • supports the progress and facilitates consultations and exchanges of views to find common solutions and ensures follow-up to the actions defined by these groups and bodies;
  • conducts on-going monitoring and evaluation of the project in order to identify appropriate adjustments and to improve working methods, as well as monitors developments in the field of their competences;
  • reports to superiors and the Programme Manager in headquarters on the results achieved, on further requirements, risks and opportunities of developments or events;
  • advises on strategy, in particular on complex and politically sensitive issues, affecting the implementation of the project;
  • manages and ensures proper execution of the project budget and its financial reporting;
  • supervises the work of and coaches the project team members;
  • contributes to the efficient functioning of the office, in collaboration with the Head of Office, the Deputy Head of Office and the direct Project management in headquarters.

Qualifications:

 

Experience:

  • At least 5 years of relevant professional experience (practical and proven) at a national or international level in the co-ordination, planning, implementation and supervision of technical assistance projects on issues related to the justice system;
  • Professional experience relating to issues concerning administrative justice and/or effectiveness of justice systems in Turkey would be an advantage.

Language requirements:

  • Very good knowledge of one of the official languages (English).
  • Excellent knowledge of Turkish (mother tongue level).

Nationality:

  • Nationality of one of the 47 Council of Europe member states.

Age:

  • Under 65 years of age at the closing date of the vacancy notice.

  • Professional and technical expertise:
  • proven experience of carrying out corresponding duties nationally or internationally, in the framework of technical co-operation programmes or working in the national justice system, in particular, in administrative justice, court management, court efficiency or justice reform fields would be an advantage;
  • proven knowledge and understanding of the CoE standards and principles, and European standards and practices in the field of the judiciary;
  • proven experience of working with and excellent knowledge of the Turkish legal system;
  • knowledge of project management tools (Project Management Methodology, logframes, etc);
  • ICT skills: sound computer skills and experience using standard tools in office applications (word processing, presentations, outlook, spreadsheet, databases, internet publications).
