Under the authority of the Head of Office, and the supervision of the Head of the Legal Co-operation Division, the incumbent will carry out multiple assignments to help meet the overall and specific objectives for the implementation of one the European Union/Council of Europe Joint Programmes “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State” or “Strengthening the Institutional Capacity of the Court of Cassation” in compliance with the organisation’s regulations and donor requirements.
The incumbent is expected to establish good working relations with representatives of the government, public authorities and the judiciary. She/he may be required to travel within Turkey and internationally and needs a valid passport with no restrictions for travelling abroad.
Employment is limited to the duration of the projects which are expected to end in 2021.
The incumbent performs the following key duties in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
- assists the Project Manager in the daily management and implementation of the project;
- arranges and co-ordinates the preparations and all the aspects of project implementation with the beneficiaries, and liaises with the service providers and participants for this purpose;
- facilitates the preparation and implementation of project activities, supports the implementation of the project’s work plan and its calendar of activities under the guidance of the Programme Manager;
- ensures close budgetary follow-up of all activities and expenditures, monitors and follows up on purchase orders, contracts and mission orders, travel and accommodation, and assists the Programme Manager in monitoring and executing the project budget;
- assists consultants when carrying out their tasks and missions;
- drafts terms of reference for different contractual engagements and assists the Programme Manager in preparing briefing notes, speeches, speaking points and official correspondence, including progress and narrative reports;
- reports on activities in progress and if and when problems occur to the Programme Manager and Project management in headquarters;
- contributes to the efficient functioning of the office, in collaboration with the Head of Office, the Deputy Head of Office and the direct Project management in headquarters;
- ensures the visibility of the project.

Qualifications:
- Completed full course of general secondary education and appropriate professional qualifications.
Experience:
- At least 3 years of relevant professional experience at a national or international level in project management and implementation;
- Experience in providing technical assistance on issues related to the justice sector and judicial reform in Turkey.
Language requirements:
- Very good knowledge of one of the official languages (English);
- Excellent knowledge of Turkish (mother tongue level).
Nationality:
- Nationality of one of the 47 Council of Europe member states.
Age:
