Job mission

Under the authority of the Head of Office and the supervision of the Head of the Economic Crime and Cooperation Division, Action against Crime Department, Directorate General Human Rights and Rule of Law (DGI), the incumbent will carry out multiple assignments to meet the overall and specific objectives for the implementation of the Project “Strengthening measures to counter money laundering and financing of terrorism in Ukraine” within the framework of the Council of Europe and European Union Partnership for Good Governance - PGG II. The incumbent will also support the implementation of regional activities under PGG II which promote exchanges of best practices and the establishment of informal networks in the Eastern Partnership region. 

 

Employment is limited to the duration of the project which is expected to end on 31 December 2021.

 

Key activities

The incumbent performs the following key duties in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

  • plans, organises, co-ordinates, implements and follows up on project activities in accordance with the project workplan and calendar of activities, in close co-ordination with the project team and in co-operation with local partners and stakeholders;
  • liaises with local and regional stakeholders, and project consultants as regards the implementation of project activities;
  • informs regularly the Head of Office about the implementation of the Project and co-ordinates his/her work within the broader framework of the overall activities of the Council of Europe Office;
  • drafts narrative, activity, progress and final reports, as well as mission reports as appropriate and within the provided deadlines;
  • ensures close budgetary follow-up of all project expenditures, in accordance with regulations, procedures and donor requirements;
  • contributes to raising the visibility of the project by drafting web news items and press releases, by disseminating information and by providing advice and input on publications;
  • assists in the event of an evaluation or audit of the project;
  • informs the CoE Secretariat in Strasbourg, in co-ordination with the Head of Office, in case of problems, and advises on actions that should be undertaken to overcome the problems encountered;
  • ensures quality and relevance of project activities, and identifies local and international experts to contribute to activities;
  • selects local and international service providers and negotiates contracts in consultation with CoE headquarters;
  • prepares relevant meetings and drafts meeting minutes and lists of decisions;
  • undertakes official journeys in connection with the country and regional activities described above;
  • performs any other task related to the implementation of the project as requested;
  • contributes to the efficient functioning of the Office, in collaboration with the Head of Office, the Deputy Head of Office and the direct project management.

Eligibility Requirements

This local recruitment procedure is open to applicants already present in Ukraine.

 

Only applicants who best meet the following criteria will be considered for shortlisting.

 

Qualifications:

  • Completed full course of general secondary education and appropriate professional qualifications;
  • A university degree in law or relevant studies in project management would be an advantage.

 

Experience:

  • At least five years’ relevant professional experience contributing to the implementation of assistance and co-operation projects in the field of rule of law, good governance and human rights, at an international and/or national level.

Language requirements:

  • Excellent knowledge of Ukrainian (mother tongue level);
  • Very good knowledge of one of the official languages of the Council of Europe (English);
  • Knowledge of the other (French) would be an advantage.

Nationality:

  • Nationality of host country or one of the 47 Council of Europe member states.

Age:

  • Under 65 years of age at the closing date of the vacancy notice.

Information on the Project:

As part of the joint CoE and EU Partnership for Good Governance (PGG II), the Project “Strengthening measures to counter money laundering and financing of terrorism in Ukraine” aims at strengthening institutions and legislative frameworks in the fight against money laundering and financing of terrorism, and is aligned with the CoE Action Plan priorities with Ukraine and on the CoE expertise in standard-setting, monitoring and cooperation. The Expected Results of the Project are the followings:

  1. Legislative framework on AML/CFT aligned to European and international standards;
  2. Comprehensive measures on prevention and detection of money laundering/terrorist financing;
  3. Effective legal and institutional framework enforcing beneficial ownership regime; and
  4. Improved adjudication of cases involving economic crimes.
