Job mission
Under the authority of the Head of Office and the supervision of the Directorate General of Human Rights and Rule of Law (DG-I), the incumbent will carry out multiple assignments to help meet the expected results and objectives of the Project on Cybercrime in the Eastern Partnership Region ( Cybercrime@EAP II).
Employment is limited to the duration of the project which is expected to end in October 2017.
Key activities
The Senior Project Officer will perform the following tasks in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
assists in developing, planning, implementing and co-ordinating various activities in the framework of the project;
assists the project manager in the preparation of terms of reference for specific project interventions;
establishes budgets for project activities and assists in the following of the project budget;
negotiates contracts in the most cost effective way in line with Council of Europe rules and regulations;
reports problems encountered; suggest priorities and adjustments as necessary;
liaises with counterpart project groups;
contributes to the visibility of the project and maintains the project website;
undertakes missions to the project region in support of project activities;
contributes to the preparation of project reports; prepares and submits any other documentation as required;
handles secretarial work with final responsibility;
processes, drafts and formats correspondence;
edits and corrects texts;
prepares agendas for meetings; ensures accurate minutes of meetings, decisions or actions to take; provides follow-up of all actions or decisions;
supervises co-ordination of information and plans activities;
deals with highly confidential matters.

Eligibility Requirements
This local recruitment procedure is open to candidates resident in Romania.
Qualification: completed secondary education followed by an appropriate professional qualification. A university degree in law, social sciences or economics would be an advantage.
Experience: at least four years’ relevant professional experience contributing to the implementation of technical co-operation or policy-oriented projects at the European/international level; including in particular the organisation of project activities;
Language requirements: ability to express oneself, present and draft clearly, concisely and convincingly in English.
Nationality: The appointed candidate must be a national of a Council of Europe member State;
Age: Under 65 years of age at the closing date of the vacancy notice.

Russian or French language skills would be an advantage.
ICT skills: sound computer skills of standard tools in office applications (word processing, spreadsheet, data bases, presentation software, outlook, internet/intranet publication). Experience in the management/maintenance of websites would be an advantage
