The Council of Europe Offices (CoE Offices) are set up by decision of the Committee of Ministers. Their goals and way of functioning vary according to the specific mandate given to them. However, they all serve to facilitate, maintain and strengthen working relations between the Council of Europe and the national authorities (government and parliament), representatives of civil society, political parties, the media and members of the international community.

Their activities allow the Council of Europe to influence legislative and other reforms, to provide expertise in the Organisation's fields of competence and to develop effective training programmes. The CoE Offices co-ordinate initiatives with the UN, the OSCE and EU.

The conditions of recruitment and employment which apply are contained in Rule No. 1234 of 15 December 2005 laying down the conditions of recruitment and employment of locally recruited temporary staff members working in Council of Europe Duty Stations located outside of France apply (Link to Rule 1234).

 

How to Apply

To apply for an open vacancy you must use the on-line application system. On the bottom of this page, you can consult the vacancies and then click on the “Apply” button next to the one that interests you. You will then have to fill an on-line application and submit it before the deadline of the competition (midnight Central European Time).

All applications must be made on-line using this system, apart from in exceptional and justified circumstances (in this case, please contact us before the deadline by sending an email to recruitment@coe.int). The Council of Europe will not accept applications sent by post, fax or e-mail.

Before beginning the application process, you will need to have an e-mail address in order to set up a user account. Once you have registered you will receive a confirmation by e-mail of your user account details and can then proceed with the application.

All applications must be completed in either English or French. Applications completed in other languages will not be taken into consideration. You do not need to enter all information in one session. You can save your details at any point and return to complete the application at a later time by logging on your user account and clicking on “Submit my application” before the deadline (midnight Central European Time). Once you have submitted your application you will not be able to make any changes.
